    Scruffy little plant that seems to struggle here in So. Cal.
    Certain times of year it will look really nice, mainly spring and early summer until the new flushes either burn from too much heat and before winter where they don't necisarily like the cold.
    I could be wrong on the exact species but it looks very similar.
    As far as there appearance they could be suffering from too much water in the cold season. (the leaky dam)
    Most likely the seeds you see are not fertile, That is where you could help them is by pollenating the female cone like your pic. shows with a male plants pollen.
    Watch out for those little thorns on the rachis they will rip you a new one.

    Ps. I'll bet those cones are stinky aren't they ?
