These are the trays they get plants from their suppliers to pot on for a few months. They either pop them into a larger pot or maybe a planter with multiple plants and then charge you $40-100. You know the ones you ooooh and aaaahhh over. Atleast thats how I do it.... Sometimes I seed directly into these trays, ie Lobularia (Sweet Alyssum) and such. Pix #3 shows one of the tray with four insert, so it easy to put just one type of plant in the row.
