The key difference is the way it blooms. M. capitulata blooms at or near the base or rhizome of the plant. Setaria palmifolia blooms just like a regular grass.

I uploaded 2 images of M. capitulata photographed at the Conservatory in Seattle, WA.

You could go back there to see the way it blooms and make a determination base on that.
