This is an orb-weaving spider (family Araneidae), but the image is too blurry to attempt a specific identification. It likely is in the genus Araneus; you might take a look at some representative images at http://tinyurl.com/9l2hno to see if any come close to yours. All orb weavers are harmless to humans.
