I don't have any pictures of the foliage for this tree, but the bark looked like it was shredding off, giving it a shaggy appearance. Any ideas?

I was able to crop a close up of some berries/buds... quality isn't very good but maybe it will spark some recognition.

Can you give me some examples of shrubs that have similar bark?

I've seen that happen with ceder trees but i'd need to see foliage

Sorry, still not enough detail to tell for sure. Not a cedar though! (they have very different, hard bark too).

G'Day
It looks very much like any one of a number of "Mallee" Eucalypts, as a starting point.
E. socialis or E.oleosa, need fruits and leaves for a positive ID. My guess is completely unscientific just based on the general appearance of the tree and bark.

Did you look for it in the Eucalyptus family? I was in Israel last week and there were very similar trees and shrubs there that I was told were different types of Eucalyptus...
