G'Day
You might like to check out "The Stemless Thistle" Onopordum acaulon. Apparently there are 2 recognised sub species in Europe and the one in Australia appears to be a cross between the two, you might have the same problem in The US unless yours is a native.

Thanks guys, I am labeling it as Onopordum acaulon. This was planted near to a South African area in a botanic garden. I found out that it is a noxious weed in Australia. It's origin is from North Africa, Spain and France. I spotted this near a South African area at a botanic garden. It could be naturalized there as well.
