I have a metal swing, which, in the past has been covered and has a rotten swing cover. Can I change the swing cover to wooden slats and how do I remove the rust?

Naval Jelly will remove the rust.

Got a picture? Not sure what you mean by covered.

Bubba is right, you can use naval jelly.

If you want to repaint the whole swing, you could have it sandblasted. Wooden slats would probably require a new frame for the slats.

If your swing has special meaning or it is high quality then it would be worth the work.

Rather than going thru the extra steps with the naval jelly, You might want to use this instead: http://store.interstateproducts.com/1_step_rust_killer_1gal?... It neutralizes and stabilizes rust while becoming a base primer for the new paint. We use this in commercial maintenance with great results. It is more expensive than naval jelly, but saves a whole lot of time and nasty clean-up.
