Is there a perrenial petunia because my father in law says there is because his other house he lived at before i knew him had some there and he said they came back every year.

Petunias can reseed and return the following year. I've had that happen in my zone 6b. There are also perennials with similar flowers, like Ruellia (aka "mexican petunia" see http://davesgarden.com/guides/pf/go/1428/).
