White, cobwebby looking stuff on a leaf of my rubber plant. Killing new leaf trying to grow. This is the 1st plant I've had in years and don't want it to die. Any idea what this white substance can be?

If it's cobweb looking stuff it could very well be a spider mite infestation: http://images.google.com/images?hl=en&q=images of spider mit...

Or if it's cottony looking stuff, it could be mealybugs: http://images.google.com/images?hl=en&q=mealy bugs&um=1&ie=U...

I use a product I buy at Home Depot called Garden Safe insecticidal soap for house plants: http://www.gardensafe.com/ProductCategories/indoorinsecticid...

I agree with plantladylin. You should try that product, and use it regularly until infestations are gone. Even if the culprit isn't what plantladylin thinks, this should knock it out.
