I need some advice, please-- I'm taking out an old Zone 4, east-facing, near-the-house-foundation, 17' x 4 1/2' iris bed in the next few weeks. I want to replace it with a "cottage garden" of perennials. When's the best time to plant the new perennials, fall or spring?
