Can you post some pictures of the damage? Also doing some close observation of the tree to see if you can spot any bugs on it would be helpful--many insects make similar looking holes in leaves so it makes it easier to figure out the culprit if you can get pictures of a few suspects.

You'll also need to be on night watch, as many pests seem to be night lovers (Slugs, etc.). Good Luck!

This a pic leave damage. Can anyone tell me whats eating leaves. This is a pakistan mulberry. Growin great except for leave damage

Grasshoppers and caterpillars can both do damage that looks like that--hard to say though unless you can catch them in the act so you might spend some time out there looking around and see if you can see them. But since it's a tree not a tiny little plant I doubt they'll munch enough to do permanent damage so you probably don't need to worry too much.
