I haven't seen this before, but it rings so true. Dahlia stock ages/changes and quality varies greatly from grower to grower, year to year. This article brings up multiple sampling of the same variety from different growers and the 'dahlias to try' section mentions many of my all time favorites. If you have space for new dahlias in your dahlia bed, it's well worth a read.
