This lovely sculptural tree is growing nearby. I was told that it is a juniper (red cedar), but I'm wondering if it's a particular cultivar because the shape is so unusual.

Any feedback would be much appreciated.

Touralosa Juniper is the first thing that pops into my mind. It has a natural spiral to its growth habit.

Yep, could well be Juniperus chinensis 'Kaizuka' (syn. 'Torulosa', an invalid cultivar name). There are some other similar Chinese Juniper cultivars though.
