My neighbor brought this to me this evening wanting to know if it is good or bad. I don't know. She didn't want to kill it if it is not harmful. Can someone identify, please.

This caterpillar is in the family Arctiidae; it most likely is a larva of a salt marsh moth, Estigmene acrea - see http://tinyurl.com/yktldks for an example. Caterpillars of this species can be extremely variable in appearance, varying from nearly white to nearly black. They usually feed on broad-leaved weeds, but often disperse from these to feed on a variety of vegetables and field crops. See http://tinyurl.com/ygrn8l4 for detailed information.
