To me in the Apocynaceae Family (=Asclepiadaceae). The flowers remind me the typical flowers of the genus Calotropis. But this genus has two only two species, none of them.
Opposite leaves, abundant milky sap?.

Yes, it looks like it is it [cream cups]! Yes, abundant milky sap when you break a leaf. Very sticky, too.
