This sounds dumb coming from a 15-year gardener (at least to me), but . . . why is it OK to plant shrubs or trees really late in the season, like after frost (or early, before last frost), and not perennials?

That a perennial needs a few weeks to get its roots in - I get that. Why not a shrub or tree?
