Annuals: zinnias - preventing fungus

My zinnias last year (started indoors from seed) had a fair amount of fungusy-looking stuff on the leaves. Can the fungus survive the winter in the soil? I have zinnia seeds again for this year. I'd love to plant them in that same spot, but maybe I should I plant them in a different location?
