For several summers now this 6 x 6 shrub has developed mildew. Most times I treated it by spraying a soap mixture and the plant has survived but in subsequent years there has been more dieback to the point this year most branches are dead and I want to get rid of it. Would it help instead to prune it way back ?

This article was about garlic and shallots. I don't know anything about Dart's Gold Ninebark, whatever it is...
