Peonies: Reduction in tree peony buds

This year I have less buds on my tree peonies than normal. I believe what happened was that we had a longer warmer than normal fall. Some tps I know started to break dormacy, then we had a sharp freeze rather than the normal series of frosts then the freeze. I am wondering if the members that are making comments about only having a few buds on their tps had the same weather as l had.

An example is my Fen Dan Bai normally has many buds but only two this year.

Any comments.

We had a VERY wet and warm fall. We also had the sharp freeze afterward. My tree peonies definitely had fewer buds this year.

I had fewer last year and then this year, I lost over half my plant! So sad. But I have tons of new growth coming up. Sad they grow so slow! And esp sad because mine was quite large before this happened.
