I appreciate your response. Should I cut off the leaves with cancer growth on them; or just get rid of the plants?

Depends on how important the plants are to you. I cut off the leaves and completely spray the entire plant with some sort of pesticide

Do you think spraying it with Neem oil 2% diluted with water is sufficient or should I use something like Bayer 3 in 1? Thanks

neem oil only 'drowns or suffocates' parasites, and these parasites are not in a position to allow them to be damaged by neem oil, so I seriously doubt that would do a darn thing to them.
