Save the attachment first, right mouse click on the saved attachment and choose Open With...

When the dialog box opens, browse to the file you want to open it with and click on Always open with this program. If you don't have a program that can open this file with then you can use the web to find what program you need. A lot of viewers are free and just need to be downloaded and installed.

In this case it reads VLC media file (.wmv). Is the .wmv the file assoc I am looking for or is it VLC?

WMV (Windows Media for Video). Are you on WIndows? If so, it seems like it should open unless you have some security set that won't allow you to open it. VLC is a media player too that you may have had at one time and maybe uninstalled but left behind its associations.
