I read R.S. book 35 ? years ago and have been doing it ever since. I can get woodchips for free and they arent as good as the straw BUT they eventually turn to compost. The main downside to permanent mulch is self seeding . You need bare ground for seeds to grow.

Yes, you do need bare ground to plant seeds. Ruth talked about having to rake back the mulch to plant.
