I guess this snow would be a good time to take my poppy seeds out and throw around...right??

Why not.
I sowed some in the last storm.
April will tell if it was a good idea or not.

I never did this so I guess all I do is throw them over the area I want them,...

Be sure they arent going on a mulched part of the garden.
The seeds wont germinate unless they come in contact with bare ground,ie: no ground cover or weeds or mulch.

I threw Cal poppy seeds on the snow one year in an area right in front of the foundation plantings, so a mix of lawn and some sort-of-bare dirt under the yews, and they came up gangbusters. They even grew right through the grass. Not sure if the P. som would grow through grass or not.

They might. They come up thru sidewalk cracks.
