Newbie question here .. pardon the ignorance. Can I grow Hoya bella in California?

Are you referring to climate or Agricultural restrictions...either way I believe so ! h. bella isn't a hard Hoya to grow. One of my favorites.

I got my cutting from a friend who lives in the high desert in Oregon...

I don't see any problems with any plant as long as some minimum requirements are met and temperature is often not on top of the list.
