Roses: Deer eating rose flowers

Anyone have a remedy for deers. They ate all my rose flowers. Went to bed one night, got up next morning all gone. Any remedies out there. Thank you.

I understand a tall fence is the only sure thing...

Only the flowers? The deer don't touch those wild pink ones that infest our property just the one yellow climber I've been praying over for four years on the entry arbor. There is no hope for my arbor to ever being in Fine Gardening. We put up farm fence surrounding one acre of the house and garden. It almost works. The ten year old gardenia bloomed for the first time. The problem is the arbor is at the entry and the rose is planted on the outside.

We have a mob of dogs. Deer don't bother any of the gardens.
