About the legginess issue -- I agree about the fluorescent lighting, but they will probably still get leggy. From what I understand, the legginess is more about not having any breeze to make the plants produce cells that will make them grow stockier. It's easy enough to remedy - you can point a fan towards them for ~20-30 minutes a day, you can brush over them with your hands several times a day, or you can open the window next to them so they'll catch the breeze.

Lights should be kept a couple of inches from the tops of the leaves. They'll not be leggy if you do that. The fan or breeze does help the plants firm up and get stockier, but you should have short, stocky plants instead of tall ones.
