Bird Identification: CLOSED: Which Swallow?

This was near Des Moines, in central Iowa. I am not sure I can explain the "habitat". It was a water filled gravel pit. We saw on the power lines Cliff and Tree Swallows, but this one threw us for a loop. Is this a Bank Swallow or a Northern Rough-winged Swallow?

I vote for Northern Rough-winged but would like another opinion.
