Beginner Gardening: lupine dropping flowers

Could someone help me please: my Lupine is in its first year in my garden, the plant itself looks quite healthy, spikes come up with little florets on them, which then shrivel up or get eaten off - or something - they never reach full bloom. What am I doing wrong? Thanks much.
