According to Mother Earth News, you can brew a BT pesticide using milk as a culture medium. Attached is the original report now in Archive.org and a more current webpage. This technique allows you to create your own strain of BT Pesticide specific for your problem insect.

I believe grasshoppers and locusts are closely related, in which case Bt is not going to be effective.
