    This plant has been around for a couple of years, but this is the first year it has bloomed. It is in sandy soil in partial shade. Look familiar?

    It looks a bit like a Verbascum.

    It looks entirely like a Verbascum. ;-)
    Verbascum sinuatum? Note the colour of the stamens (versus, say, V. undulatum).

    The flowers do look like a Verbascum sp. but the leaf margins are entire, which does not match either V. sinuatum or undulatum. It almost resembles V. bombyciferum except the leaves are not as pubescent. Hopefully someone familiar with the Verbascum that grow in California can help out here.

    If this is something in the wild or that popped up on its own, the three species that occur in that area of CA are V. thapsus, V. blattaria, and V. virgatum. http://www.calflora.org/cgi-bin/specieslist.cgi?where-pretty...

    V. olympicum and V. speciosum also occur in CA, but at least according to CalFlora not in that particular area.

    I don't know enough about what distinguishes those species from each other to say which one this is, but hopefully that helps to narrow things down. Of course if it was planted on purpose then it could be a different species too.

    I'm sure any verbascum species one chooses will grow in California. Heck, I've yet to find one that won't grow here, so I don't think there is a particular exclusive list that one needs to refer to. ;-)

    OK, try Verbascum olympicum - the inflorescence shape matches, and here's a photo of it showing undulate leaf margins.

    Verbascum olympicum - looks like we have a winner! Thank you all so much! The plant was given as a gift a couple of years ago, but no one knew what it was.
