    I think that it's HEBE PINGUIFOLIA SUTHERLANDII or Hebe topi but i'm not sure that i'm right.
    I took this pic in Bondi beach, Sydney.

    It doesn't catch me as a Hebe or Sedum. I may have seen this plant, and if so, it has white blooms. Then again...

    Some gardener said to me that it's young shrub of Australian native Westringia fruticosa or Coast Rosema.

    Yes Westringia fruticosa; some superficial resemblance to Rosemary, that is why it is sometimes also known as W. rosmarinifolius (now considered as synonym)
