Or it's some kind of sedum?

It doesn't catch me as a Hebe or Sedum. I may have seen this plant, and if so, it has white blooms. Then again....

Some gardener said to me that it's young shrub of Australian native Westringia fruticosa or Coast Rosema.

That looks like it could be right.

Delhi, India

Yes Westringia fruticosa; some superficial resemblance to Rosemary, that is why it is sometimes also known as W. rosmarinifolius (now considered as synonym)
