Bird Identification: CLOSED: Black-bellied Plover?

I thought this was a Black-bellied Plover in winter plumage, but this same day I saw several in full summer with their black bellies, so now I'm
not so sure. Can anyone ID this little one? Foraging at the edge of the surf and on the rocks at Pawleys Island, SC last week.

Sanderling - smaller, and plain silvery (not spangled) above, except for that blackish shoulder patch.
