I know - sorry - out of focus but I think I got some key ID's but still can't figure it out. Taken at Lake Kissimmee State Park, central Florida. He was flying very low over the marsh hunting. It's the red head that is throwing me. All three same bird, I followed him for awhile

And I see he is double tagged.

Snail Kite...Usually fairly easy to find at Lake Kissimmee

It's a juvenile, so not perhaps the plumage you were expecting.
