Can anyone tell me what kind of tree this is? The blooms have a nice, strong fragrance.

yep, definitely Crapemyrtle (can't confirm the cultivar). The poor thing needs to have its suckers removed and hopefully not have its top butchered next spring...
I had a customer who recently mentioned smelling a white crapemyrtle that she called fragrant but I never could figure out which one it was. I think they all smell kinda funny.
