Has anyone experienced miniaturized leaves/buds/flowers without apparent use of herbicides?

Perhaps if you posted a picture someone would have a suggestion. The most common cause I can think of is, as you noted, herbicide damage.

Have you used a systemic fertilizer that contains herbicides? Make sure the soil is well draining and has appropriate levels of minerals and soil pH so the roots can absorb minerals and grow. There are soil kits available at plant nurseries that will give you the leves of nitrogen, phosphorus and pottasium. Another kit can check the soil pH; roses like it slightly acidic to acidic but tolerate alkaline levels to a point.
