Just because it hasn't flowered doesn't mean it can't...I agree that it looks like an azalea, but no matter what it is, it's something that would flower if conditions were right. If it hasn't bloomed, then I suspect either it's not getting the proper amount of light/water/fertilizer or it's being pruned at the wrong time of year.

I concur with the masses -- it's awfully azalea-esque, and I can't think of anything that's a look-alike.

I would expect a pH problem to show up more in the general health of the plant (and yours looks happy), but you could check the soil. Azaleas love acidity.
