I came across this light green bug after we had at least 3 hard frosts. Can anyone tell me his/her name?

She's a green lacewing in the family Chrysopidae. Cynthia might be a nice name for her.

Yes. They feed on aphids, small caterpillars and other soft-bodied arthropods.
