Pyracantha angustfolia has leaves greyish-tomentose below, here they are green beneath. P. crenulata seems closer choice but I don't find crenulate margin even under magnification.
Cotoneaster seems to be another possibility as leaves seem to be entire
I just had a look at Pyracantha coccinea, the commonest shrub-tree here in Sunnyvale and found that this species has nearly entire leaves, being at the most remotely crenate. I thing this one should be Pyracantha coccinea.
