Gardenia jasminiodes or something else, the bushes in California seem much smaller than we find in Delhi

Sure looks like G. jasminoides to me. There are some cultivars that don't get as big so maybe it's one of those, or else maybe the owners prune it somewhat regularly to keep it smaller.
