Yes, it is a rose but it's much more likely to be one that escaped from cultivation (given the double flowers) than any variation on a native ("wild") rose species.
It looks like one of the old rambler roses from around the turn of the 20th century. Is the colour correct in the photo? I can look it up in one of my rose books for you.
