Or damaged? It's been 4 days since I put some olive seeds and others in a germination container. They are covered by wet paper towels.

I agree, that does look like mold forming. Are these seeds from fresh, unprocessed olives? If not, and they are brined, or otherwise processed, they will not germinate.
