Euphorbia lactea 'cristata'. It is a succulent plant.

GirlWonder has it. These crested grafted forms have been imported in large numbers recently, mostly from Thailand. The top is indeed, the crested form of E. lactea; it is one of two yellow forms. The stock, or lower part is a sp. of Eleophorbia, a close relative. The stock is a more tropical moisture-loving species and so the whole grafted unit enjoys more water and grows faster than one of the crests would on its own roots.
