I think your right that it's the "Gold Dust Croton", but could it maybe be the Spotted Laurel (Aucuba japonica Crotonifolia)?

Beautiful, BC(Zone 9b)

The leaves would be more glossy, wider and have a different shape and serration for Aucuba.
