I agree that the rosette shape is similar to some cultivar of Saxifraga paniculata but the plant in question appears to lack the lime pores that characterize the group of "encrusted" or "silver" saxifrages... (could be wrong though...)
I looked through my saxifrage books again and couldn't come up with a particular cultivar ID... not surprising, as there are hundreds. I'd guess it's probably a hybrid of S. paniculata...?
