It looks like it's doing OK. Variegated plants normally grow more slowly than their plain green counterparts as they have less chlorophyll. A bit of mulch and balanced fertilizer might be beneficial but don't overdo either.
Thanks everyone of you for sharing with me the idenity of my bush. In this picture it was at a healthy point of this bush,
it didn't do too well this year. I will give my Weigela some mulch & some balanced fertilizer...
