The loon (I think it's a loon.) was photographed from South Padre Island in the southern tip of Texas. The red-tailed hawk was photographed at the Brazoria National Wildlife Refuge on the Gulf coast farther north toward Freeport, TX. Could the red-tail be a Harlan's or a Krider's?
The Red-tail isn't Harlan's, that always has a dark upper wing, and yours has a lot of pale / white there. Krider's is trickier, but from what I can find, that shouldn't have the dark belly spots, with the belly band, if present at all, being faint. So I guess safest to say just an unusually pale but otherwise normal Red-tail.
I thought that the Red-tailed Hawk looked strange, but I couldn't make him fit Krider's or Harlan's either. I appreciate that you pointed out the things to look for to rule them out.
