It's a Salvia. Not sure on which one.

Pueblo, CO(Zone 5b)

It also looks a bit like Russian Sage - Perovskia sp. - which isn't related to sage. Blooms late summer/fall here.

Blooms look similar but the foliage is quite a bit different: http://davesgarden.com/guides/pf/showimage/169918/

Okay then maybe Salvia reptans?

Decatur, GA(Zone 7b)

Or Salvia leucantha.

There is an Agashtache and Salvia forum - you might try posting a query there

Salvia leucantha looks pretty close

Long Beach, CA(Zone 10a)

Definitely S. leucantha, probably the most popular Salvia in So. Cal.
