Rhyparochromus vulgaris - a dirt-colored seed bug (family Rhyparochromidae - http://eol.org/pages/2644719/overview). This is an introduced (European) species first reported from Washington in 2001; it appears to be a nuisance pest - http://agr.wa.gov/PlantsInsects/insectpests/Exotics/Surveys/seedbugs_06.pdf.
