I wonder if that might be a scale insect? They are in the super family Coccoidea

It is indeed a scale insect, likely in the genus Ceroplastes - http://www.biodiversidadvirtual.org/insectarium/data/media/9234/Ceroplastes_sinensis_182406.2.jpg
