Hoping that this picture is high enough resolution to identify this, despite the small size.

There were dozens (hundreds?) nesting and so it seems, eating the flowerbuds of my kale, planted last year.

Any help is much appreciated.

It looks like a mealy bug of some kind to me. Were the bugs covered with white fluffy stuff?
